Venomous and poisonous dragons are not very common because they are often wiped out by other bigger and stronger dragons.  Venomous and poisonous dragons are not that big and strong, but their teeth and claws are stronger than the jigsaw razors we have now, that’s what gives them their advantages.  Plus they have weak scales, but not all of them do.
